American secretary for the navy Daniels explained what naval strength the USA needed according to the Dutch newspaper Leeuwarder courant dated 13 December 1920

An item dated London, England13th referred to a telegram received from Washington, USA reporting that the American secretary for the navy Daniels (1) in his annual account wrote that if the USA attended the League of Nations (2) the contemporary fleet was strong enough. Otherwise he recommended to built within the next three years 3 battleships, 30 cruisers, 1 battle cruiser, 8 gunboats, 18 destroyers and 18 submarines.

2. An internal organisation founded on 10 January 1920 after the Paris Peace Conference which was a formal end of the First World War and which mission was to prevent war using instruments like disarmament, discussions and negotiations lacking own armed forces. The USA never attend the League.
