An item referred to the statement by the Russian prince Esper Uchtmoski in the Vjedomosti who claimed that the privateer cruisers the most important warships of the Russian navy were. He feared that England would capture the Russian coal bunker facilities and supposed to add to each such cruiser a with coal loaded steamship of the Voluntarily Fleet. According to the International Maritime law was such steamship a merchant ship able to load coal in each neutral harbour and to bunker at sea the cruisers. (1)
