Germany possessed one submarine flotilla according to the magazine Mitteilungen aus dem Gebiete des Seewesens dated 1911 No. 9

An item reported that the Germany navy possessed 12 submarines ready for service and which were united in one flotilla. On board of the submarine dock ship came a submarine school and the torpedo division boat D 5 was added as flotilla vessel to the flotilla.
