Laid down by Bath Iron Works, Maine, USA with hull number 358 as a Maritime Administration hull type C5-S=73 under MARAD contract MA 257 on 26 July 1971, launched on 8 July 1972, handed over to the MARAD on 22 Jnauary 1973, operated by the American Export-Isbrandtsen Lines renamed 9173 American Exort Lines, sold to the Farrell Lines in 1978, returned to the MARAD in 1976, laid up as part of the reserve, converted by the Borfolk Shipbuilding&Drydock, Norfolk, Virgiania, completed on 12 October 1987 and renamed Gopher State.
