French naval building program changed as reported in January 1940

American naval attaché Paris reported on 2 January 1940 No. 5 that during the outbreak of war the French naval building program was changed:

-probably changes in design of heavy ships due to the lessons of the present war

-urgend need of small craft for convoy and minesweeping purposes
