The Rotterdamsch Nieuwsblad dated 26 November 1906 dated published an interesting item dealing with the French engineer Laubeuf (1) who build submarines for the French navy and now intend to built submarines for own account at the yard of Smulders (2) at Schiedam. Of course will he use his knowledge and experience while building the French submarines. As a result of this affaire came Admiral Bienaimé with a bill to deprive the citizenship of Frenchmen who offered their knowledge and experiences to foreign countries which could then benefit from French military secrets.
The edition dated 21 November 1906 reported that Smulders and Laubeuf arrived at Stockholm, Sweden to offer the Swedish cabinet their conditions for building submarines.
Another Dutch newspaper the Schiedamsche Courant dated 14 November 1906 supplied more details. In an item was reported that Laubeuf quitted his job as chief engineer in the French navy and that this designer of the French submarines wanted to work for own account. First he intended to found a yard located at the mouth of a French river but in the meantime he choose to find a yard at Rotterdam. At that moment he was in Sweden negotiating with the Swedish government for building submarines. In a supplement of the same edition was reported that he was recruited by the yard Gusto to form a new section especially for the building of submarines. In this local newspaper was however this the only item dealing with this topic.
