According to a tiding coming from Caïro decided the Egyptian government to found an Egyptian navy to realize within two years with as costs 3.500.000 pound sterling. The first part of the program consisted of the building of a cruiser, 4 minesweepers and 6 torpedo boats.(1) Shipyards which were recognized by the British admiralty or Egyptian shipyards were allowed to make tenders which were controlled by the Egyptian cabinet. In November 1938 approved the Egyptian government the credit of 1.023.000 pound sterling necessary for the start of the founding of an own navy. She was to consist of 36 units, namely light cruisers, minelayers, minesweepers and submarines with the purpose to defend Egypt against a sea attack. A large number of Egyptian naval officers was already trained in England. It was considered to found a naval academy at Alexandria where these officers could act as instructors.
