As a result of German propaganda dealing with Prussian claims entitlement to the Baltic Sea and the so-called Polish corridor was Polen decided with all means to maintain her free passage to sea from Gydnia (Gdansk). This port became more and more important as a commercial port and so a threat for German interests. The Polish merchant fleet was still increasing in contrary to the navy for almost nobody cared. This attitude was however changer and more and more was asked for a new naval policy. It was clear that the German and Polish navies were both comparable, the first one was yearly extended while Polen didn’t possessed even one modern ship. The 2 destroyers and 3 submarines were at their utmost just suitable to serve as bases for the organisation of auxiliary forces. A strengthening of the Polish navy was not to expect since the basic shipbuilding program although approved in 1924 by the Parliament and Senate never was realized caused by cuts. This program included the building of a large number of battleships(meaning heavy gun ships). Except for defending Gydnia the only task of the Polish navy in the Baltic was to harass the German merchant shipping. For this purpose was the building of 12 submarines considered being a better option as the two costly cruisers from the 1924 program.
