Russia increased Black Sea Fleet according to the Dutch newspaper De Sumatra Post daily edition dated 6 October 1930

Bucharest, 5 October. The semi official magazine Lupta published an article based on a very reliable source that Russia intended to strengthen her Black Sea Fleet with one cruiser and four submarines. This would result in a disturbed balance in the strength of the navies in the Black Sea. The magazine requested the Rumanian cabinet to strengthen the navy to restore the balance and to speed up the construction activities along the coast line especially dealing with the founding of a naval base at Constanza.
