Russian department of trade wanted to encourage national shipbuilding according to the Dutch newspaper De Sumatra Post dated 20 September 1911

An item reported that the Russian minister for Trade sent a proposal to the Doema to encourage the Russian shipbuilding industry. The new law was to give a premium of 75 rubles for each ton which iron built ships measured if build at Russian shipyards with Russian parts.
