Finland wanted stronger navy according to the Dutch newspaper Het Vaderland dated 30 April 1924

An item dated Berlin 30 April reported that Finland which just possessed some gunboats intended to build a navy and the founding of a military academy. The needed law proposals were already sent to the Council of state.
