An tem reported that the Japanese minister of minister Osoemi (1) stated before the sub commission for the naval budget that Japan never challenged the USA for a naval arms race and not intended to do so. However Japan just increased her naval strength to secure the national safety. The reason that the USA executed such a large shipbuilding program was a negative effect of the failed naval discussions.
