Japan did not allow Germany to arm ships in Japanese harbours according to the Dutch newspaper Nieuwsblad van Friesland dated 20 September 1939

An item referred to official tidings from London that the British naval attaché at Tokyo was informed by the Japanese navy authorities that it was not allowed that German ships were armed in Japanese harbours and this would be seen as a violence of the Japanese neutrality.
