An item reported that the presidium of the Supreme Soviet announced that the lad dated 16 July 1941 dealing with the political propaganda and war commissaries in the Soviet Army now was expanded to the Soviet navy. Within the navy were political propaganda departments to be founded and war commissaries to be appointed on board of the warships and at the staff and other high commando posts. The smaller naval units got instead of a war commissary a political leader.
