France and England asked Netherlands for permission that their armed merchant ships visited Dutch ports according to the Dutch newspaper Nieuwsblad van het Noorden dated 22 March 1917

An item reported that the French ambassador just like his British colleague asked the Dutch cabinet to allow armed merchant ships visiting Dutch harbours.
