Soviet naval commissars replaced according to the Dutch newspaper Het nieuws van den dag voor Nederlandsch-Indië dated 2 May 1939

An item dated Moscow 28 April reported that admiral Nicolas Kuznetsov, chief commander of the Pacific Fleet was appointed as commissar for the navy to replace the dismissed Michael Frinovski. Rogov Sead, the political director of the navy and admiral Levchenko chief commander of the Baltic fleet were appointed as commissars instead of Shaposhnikov and admiral Smirnov. Of their fate was nothing known. Admiral Isakov deputy commissar for the navy was promoted to first deputy commissar.
