An item dated Madrid 13 January reported that the Spanish minister of navy in an interview said that an official Spanish statement dealing with the submarine issue not earlier was to be expected after the disarmament conference had started. Spain self was at that moment not building submarines. Her navy consisted of two battleships, six cruisers, nine destroyers and twelve submarines. The personnel strength was 15,700 men.
