Russia ordered building torpedo boats at Stettin according to the Dutch newspaper Heldersche en Nieuwedieper Courant dated 20 January 1878

An item reported that th Russian cabinet ordered the building of 42 torpedo boats by the Vulkan shipyard at Stettin. Of the costs of 4.000.000 marks was the half paid in advance. The boats were against middle April to be delivered.
