An item referred to the magazine N.M.R. dated 19 April 1934 reporting that when the American president Roosevelt (1) signed the Vinson (2) naval bill saying that she was approved but yet not realized.

The bill to which the magazine referred is known as the Vinson-Trammell Act allowing the USA to replace aged warships according to the Washington and London Naval Treaties and to use the full allowed tonnage. Paul Monroe Trammell (9 April 1876-8 may 1936) also belonging to the Democratic Party represented Florida.
