US torpedo plant at New York needed to be increased according to the Dutch magazine Marineblad dated 1913-1914 no. 6

An item reported that the US navy intended to sent proposals to the Congress to increase the torpedo plant. This was result of the public statements of captain Sims about lacking enough torpedoes. The Navy commission confirmed this statement after visiting the torpedo plant at New York. An investigation by several European powers pointed out that in time of war not torpedoes could be purchased.
