Chinese naval policy according to the Dutch newspaper Nieuwe Rotterdamsche Courant evening edition dated 19 November 1928

According to an item dated Shanghai 19 November decided Tsjiang Kai-shek leader of the nationalistic cabinet at Nanking and Liang Sjoe-tsjwang supreme commander of the Chinese navy that Chine should have a modern fleet and a powerful coastal defence. After meetings dealing with the naval bases along the Chinese South coast was decided that a location near Ningpo in the province Foekien was the most suitable to establish there a new base. The Nanking cabinet was advice to appoint a committee to do a proposal.
