Portuguese government decided to build new warships according to the Dutch newspaper De Sumatra post daily edition dated 14 June 1932

Lisbon, 9 June. The Portuguese government decided some time ago to build five new warships. Bids were received from 15 British, 7 French, 8 Italian, 5 Dutch, 3 Spanish, one Belgian and one Portuguese firms. The department of Navy was to decide which firm was given the order.
