Reuter reported from Helsingors that all foreigners had to leave Leningrad and environment
as ordered by the Ogpoe and in the future foreigners were not longer allowed to
establish in this area. It was believed that this order was a result of a
decision to make from Leningrad
an impregnable fortress and naval base and for which purpose all ready 10,000
political prisoners were send to work here.
