A
royal order was needed for the French navy department to collect the credits to
finance the enforcement of the fleet actual in service with 10.000 sailors, 5
ships of the line, 13 frigates and 9 steamships. It was expected to have within
3 months 25 ships of the line and 24 large frigates in service. The 3 warships
destined for the Rio Plata and commanded by admiral de Mackau left 30 July Cherbourg towards this destination.
