The Romanian naval shipbuilding program according tot the Dutch newspaper Het nieuws van den dag voor Nederlandsch-Indië dated 19 July 1913

The annual number of men which were conscripts for naval service was 654 in 1911/1912. The fact that the Dardanelles were closed implicated that the Romanian navy which had to control the Danube was quite weak. It consisted of 4 armoured gunboats, 1 not armoured small cruiser, 4 gunboats and 17 torpedo boats with a total displacement of just 6,000 tons, 150 officers and 2,200 sailors. The fact that Bulgaria was developing an own navy and the expected opening of the Dardanelles ordered Romania at German and Italian yards the building of four dreadnoughts, 6 armoured cruisers and a number of smaller vessels!
