French marine needed budget for reorganizing and increasing fleet according to the Dutch newspaper Java-bode dated 10 December 1896

An item dated London, England 9th reported that the French department of navy intended to propose to reorganize and increase the navy for which purposes a budget of 200 million French francs was needed.(1)
