British Civil Lord Arthur See stated that England needed another kind of warships according to the Dutch magazine Marineblad dated 1905-1906 no. 3


An item referred to the Dutch newspaper Algemeen Handelsblad reporting that the Civil Lord of the British Admiralty Arthur Lee (1) in his speech at Gosport said that the war in East Asia (2) forced the British to change their needs of warships. The Admiralty was preparing to built at Portsmouth, England a warship larger ever be built and with the highest maximum speed as possible. The design was a result of the lessons from the war. To use these lessons in a profitable manner in the shipbuilding ordered the Admiralty to stop temporarily the building of other ships.
