Japan founded an independent mine forceaccording to the Dutch magazine Marineblad dated 1913-1914 no. 4

An item reported that the Japanese mine material earlier part of the torpedo divisions became independent and was called self defence department. In all harbours were to this new department the elder torpedo boats added and in Kure even the submarines.
