Russia intended to built 4 battleships according to the Dutch magazine Marineblad 1910-1911 no.8

An item reported that Russia planned the building of 4-23.000 ton battleships for service in the Black Sea Fleet. Two were to be built at Sevastopol and two at Nicolajev.
