Technical design specifications for new building American armoured cruisers according to the magazine Mitteilungen aus dem Gebiete des Seewesens dated 1899 no. 1

An item reported that commodore Philip Hichborn, chief of the US Bureau of Construction and Repair 23 July 1893-1901, proposed that the next to be built armoured cruisers were to have a displacement of 12.000 tons and a minimum speed of 22 knots. The armament was to consist of 2x2-20cm guns in turrets fore and aft and further more 14-15cm quick firing guns in the sides.
