Technical design specifications for new building American battleships according to the magazine Mitteilungen aus dem Gebiete des Seewesens 1899 no. 1

An item reported that commodore Philip Hichborn, chief of the US Bureau of Construction and Repair since 23 July 1893, proposed that the next to be built battleships were to have a displacement of around 13.000 tons, a speed of 18,5 knots and a main armament of 2x2-30,5cm guns in turrets and 16-15cm quick firing guns in such an arrangement that at least at the same time 4-15cm guns could supply bow or stern fire.
