Dealing with the topic aircraft carriers stated the USA, Argentina and England that those ships had a mainly defensive purpose. France on the other hand made a difference between the types of aircraft stored on board of carriers. If the aircraft were just used for reconnaissance tasks, then were carriers not offensive. Germany, Finland, Italy, Netherlands, Norway, Poland, Russian, Spain and Sweden stated that aircraft carriers were at all times offensive and a threat for the civil population. They were later supported in this opinion by Denmark, Greece, Romania, Turkey and Yugoslavia.
