Russian cabinet asked parliament for approval battleships according to the Dutch newspaper De Sumatra Post dated 21 February 1911

An item reported that the Russian cabinet asked the Doema for a budget of 12.000.000 pound sterling to be used for building 4 battleships between 1911 and 1915.
