An item referred to the Naval and Military Record dated 17 January 1913 in which an article was published dealing with the strengthening of the French submarine fleet. It reported that experiences of the last war [the First World War] and post war experiments learned French shipbuilders that a submarine needed a minimum displacement of 1.200 ton to combine combat value, acceptable personnel accommodation, large range and seagoing capacities. They disagree the building of 600 ton submarines as was proposed in the program made by Guist’hau.(1) Submarines with a displacement of 1.200-1.500 ton were probably to became the French standard type with a surfaced speed of 16 miles, a range of 7.000 miles and an endurance of 30 days and an armament of 8-55cm/21.65” torpedo tubes for which 12 torpedoes were carried.
