Russia intended to found a naval base at Alexandrovsk according to the Dutch magazine Marineblad dated 1907-1908 No. 8

An item reported that Russia intended to found a naval base at Alexandroffsk (1), a town at the IJszee [Arctic Ocean] which existed just a few years. The water level in the harbour was even close to the shore still 60 feet deep and it was hoped that due to the influence of the Gulf Stream the harbour for the major part of the years stayed ice free.
