An item reported that Soviet ship using the Danube with as destination Vienna, Austria were not controlled by the Hungarian custom making it people possible to escape from Hungary. For a payment of 50.000-100.000 forints were some Soviets masters willing to smuggle people into Vienna. The real risk was that despite being paid the masters still handed over to the illegals to the Hungarian authorities which indeed sometimes happened.(1)
