Rigorous selection policy for Bulgarian merchant personnel according to a CIA report dated 4 September 1953

An item reported that it was from easy to sign on with the Bulgarian merchant fleet while sailors who served before in the Bulgarian navy were preferred. Furthermore was the recommendation from the government or party authorities of great importance. This personnel policy has as purpose to guarantee the security [reliability] of merchant sailors.
