New naval building program sent to Russian parliament according to the magazine Mitteilungen aus dem Gebiete des Seewesens dated 1914 No. 3

An item referred to a statement of the Russian navy minister Grigorowitsch (1) that the program for increasing the Russian fleet was sent to the parliament. The building could however not started before 1915. It was not possible to estimate the needed budget extending a period beyond 5 years caused by the continuous improvement in naval shipbuilding making it not possible which type of battleships were needed over 6 years.

1. Ivan Konstantinovich Grigorovich (26 January 1853 St. Petersburg, Russia,-3 March 1930 Menton, France), the last minister of navy in the Russian Empire between 1911-31 March 1917 and served in the navy between 1880-1915 ending his career in the rank of admiral.
