The Portuguese naval shipbuilding program according to the magazine Mitteilungen aus dem Gebiete des Seewesens dated 1911 No. 9

An item reported that for realizing the Portuguese naval shipbuilding program the parliament needed to approve a budget of 200 million francs. All major shipyards sent tenders but the orders were to be given to the British Vickers-Armstrong group. The program consisted of 3 protected cruisers, 12 destroyers and 6 submarines.
