A letter of the Der Bevollmachtigte für die Deutsche Seeschiffahrt im Schwarzen Meer dated Bucharest, Romania 22 March 1943 reported the serious lacking of tugs for the Dnieper shipping. While 5 tugs more were to serve on the Sea of Azov remained just 3 tugs for the 51 lighters. The so important coal transport for the industry in the South Ukraine and on the way back the harvest became a large problem. As soon as possible were the Danube tugs used and fitted out for sea service to be released and rebuilt. Further more was it necessary to built 10 seagoing tugs to be available after the ice period 1944.
