In the British War Cabinet meeting of 2 May 1917 was decided to increase the number of wireless operators as large as possible. The Admiralty was to start immediately assisted by the General Post Office and War Office if possible with training. The intention that during the war each merchant ships had at least 2 efficient wireless operators on board. Furthermore the War Cabinet suggested the Admiralty to approach the USA and the Dominion if they could offer support.
