The Russian aircraft carrier Letl 1 according to a CIA report dated 27 March 1947

An item reported that at the Marti Shipyard, Leningrad [nowadays St. Petersburg], Russia the aircraft carrier Letl 1 with a displacement of around 23.000 tons and as dimensions circa 220 x 26 meters was under construction. Except for the only half-completed stern was the plating completed, the middle deck was for the half-finished but the flight deck was lacking. Part of the armour plating was taken away and sent to the Baltic Shipyard, Leningrad for making so-called strong-pints. Another remark stated that the first Soviet carrier was the Stalin especially for the Black Sea and which was quite smaller with her displacement of just 9.000 tons which still had to execute trials when the building of the Letl 1 was started. The informant claimed that an American design was used for her but nothing was to confirm with certainty while the project was secret. Most of the time was she called a battleship and probably built for the Northern Fleet.
