An item reported that the reorganization of the several Russian fleets was to be completed by 20 February 1922. The naval routine was approximately like the British Royal Navy. Just like the past officers were to be saluted again and the prewar states of officers was restored. The political commissars had considerable less power compared with the past. Strict discipline was to be enforced and when the flag was hoisted fell all men of duty in at divisions.
