US Navy establishing naval port offices in European harbours during First World War

An item reported that in the First World War the US Navy advised and supported Mr. Hoover in operating foodships through Europe by establishing naval organisations in European harbors visited by American merchant ships.These naval port offices in the Baltic-Black Sea were to support the American merchant ships in all kind of manner since the prewar port facilities were wholly disorganized or even disappeared.
