German warships carried full war time crews in 1938

The American naval attaché reported on 12 December 1938 No. R-704 that he recently learned from a reliable source that German warships carried a full war time complement at all times. The crew of a 1,600 tons destroyer number 270 men. The engineer’s force was able to provide a 3 watch-system under all conditions even with full power. One section was on watch, one sleeping and one at the anti-aircraft guns or in magazines.
