Type C3-S-A1. Laid down by Seattle-Tacoma Shipbuilding Corporation as Bogue-class escort carrier USS St. Simon on 26 April 1943, launched on 26 April 1943, handed over to the UK under Lend-Lease and commissioned as the Ruler-class escort carrier HMS Arbiter D31 on 31 December 1943, accepted by the USA on 3 March 1946, decommissioned in the RN and stricken on 12 April 1946, sold to the Newport News Shipbuilding and Drydock Company, Norfolk, Virginia on 30 January 1947, converted into the cargo ship Coracero and broken up at Taiwan in 1972.
