Design for a future 15,000 tons battleship dated 1906

In the article “Folgerungen aus den Operationen der japanischen Flotte (part 2) the author described the war between Russia and Japan (8 Feburary 1904-5 September 1905) which was disastrous for Russia with an annihilated navy. He pointed out the ‘plus and mins’ of the armament versus armor and finally what kind of future warships needed to be built.

Displacement 15,000 tons and as dimensions 130 x 23 x 6 (height deck above water) metres. Armour belt 300-200-100mm, sides 150mmm, conning tower fore 300mm, coning towers aft and in the sides 150mm, gunturret 300mm, guns outside armour 150mm and armoured deck 70mm. Trial speed minimal 21 miles. Armament 8-30.5cm L/45 guns (2x2, 4x1 broadfire 6 guns, circa 8 metres above water), 18-10,5cm L/45 guns (circa 4 metres above water, 10-6.6xm L/45 guns and 4 submerged torpedo tubes in the sides. No foremast but two signaalmasts?
