A strong support by the government and active participation by the industry in Japan resulted in a number of ideas for nucelar-propelled merchant ships. At the Second Geneva Conference in 1958 were plans for a submarine tanker and an emigrant ship presented. The in the end of 1957 founded Nuclear Ship Specialists Committee presented the following design of a 20,000 tons nuclear-propelled tanker (20,000 hp three islander) with as dimensions 168.00 (between perpendiculars)-176.5 (over all) x 23.6 (moulded) x 12.8 (moulded)-9.5 (full load) meters, 14,000 tons gross tonnage, 20,000 tons deadweight and a full load displacement of 29,250 tons. Speed 17.5 (service)-18.5 (maximum) knots. Crew numbered65 men. Type reactor BWR direct cycle, reactor output Mw(t) 70, number of main engines (steam turbines) 1 and 18.000 (normal)-20,000 (maximum) hp rating.
