A letter of the German naval attache in Japan dated Tokyo, Japan 12 December 1938 reported the developments within the Japanese navy:
-launching on 25 October 1938 of the destroyer Kuroshino [Kagerō or Shiranui-class destroyer] by Fujinagata yard, Osaka
-launching on 29 November 1938 of the destroyer Ogashio Oyashio, Kagerō or Shiranui-class destroyer] by navy yard Maizuru
-launching on 12 November 1938 of the submarine U 13 by navy yard Sasebo
-the two adjutants of the minister van navy stated that recenly the aircraft department of Suzuka in the Mie province was established. Suzaka was lying in the frontier area between the Mie and Shiha provinces en was in the past notorious for the exceptional worse meteorological flying conditions.
-On 15 December 1938 were aircraft departmenten near Oita (Oita province), Tsukuba (Ibaraki province) and Kashima (Ibaraki province) to be established.
