An item reported that the Baltic Fleet was to have one capital ship in active commission with a politically believed reliable crew. The remainder was to be transferred to the Reserve. Eight oil fuelled torpedo boats were to be in active commission with another three in reserve. For training purposes were to be two gunboats available. The cruisers Svetlana and Butakov to be completed at first opportunity remainder of building porgramme to be suspended during 1922.
